			<content:encoded><![CDATA[<p>Sept 8, 2010: An ordinance has been promulgated by Governor of Tamil Nadu Surjit Singh Barnala to give preference to persons who have studied in Tamil medium for jobs in the State.</p>

<p>According to the gazette, candidates who have studied in the Tamil medium have little chance of getting employed in the Central government, other State governments or in the private sector. Therefore, preference needs to be given to such persons in the State government services.</p>
<p>It has been decided to set apart 20 per cent of the vacancies for direct recruitment of persons who have studied in the Tamil medium, the Gazette said.</p>

			<content:encoded><![CDATA[<p>Sept 8, 2010: Normal life remained unaffected in Tamil Nadu on Tuesday as the one-day nation-wide general strike called by Left parties and trade unions to press a charter of demands, evoked poor response in the State.</p>

While schools and colleges functioned and buses plied normally across the State, workers in the textile belt of Tirupur and Coimbatore took part in the strike. According to reports, aound three lakh workers in hosiery units in Tirupur and workers in textile mills in Coimbatore participated in the protest called by the trade unions.</p>
<p>Banking operations were also hit as the All India Bank Employees Association (AIBEA) and other unions, supported the strike. Other than this, the strike did not affect normal life as the State government ensured maintenance of essential services like milk, drinking water and power.</p>
<p>All the Central and State government offices, private banks and industries, functioned as usual.</p>
<p>The government has directed the district administrations and the police officials to take steps to ensure that people were not affected by the strike and law and order maintained.</p>
<p>The strike was called against rising prices, privatisation and violation of labour laws and for a new pension scheme.</p>

<p>The order was passed by Chief Metropolitan Magistrate, Egmore, R Killivalavan, while hearing a plea by V Sabarisan, son-in-law of Tamil Nadu Deputy Chief Minister M.K. Stalin</p>
<p>In his complaint, Sabarisan stated that he was CEO of a private research and technology-based organisation in Chennai. He said that at a public meeting in Coimbatore on July 13, Jayalalithaa had made defamatory statements against him in connection with the spurious drugs racket.</p>
<p>The allegations were false and malicious and widely published in the print media. He was in no way connected with the racket. He prayed the court to take cognisance of the offence and punish the accused.</p>

As per the changes, Cenotaph Road will be made one way with entry for vehicles only from the Anna Salai side. The G K Moopanar flyover would also be made one way with entry only for vehicles coming from the Anna Salai side. The stretch of Chamiers Road from Turnbulls junction to Anna Salai would be one way with entry for vehicles only from Turnbulls junction.</p>
<p>Entry for vehicles, coming from Teynampet, Saidapet and Venkatnarayana Road, into Chamiers Road at Nandanam junction would be prohibited. These vehicles instead have to take Cenotaph Road.</p>
<p>Vehicles coming on Anna Salai from Teynampet side and bound for Venkatnarayana Road would not be allowed to take a right turn at the Nandanam junction. U turn would also not be allowed for these vehicles at the Nandanam junction.</p>
<p>Vehicles coming from Kotturpuram and proceeding to Anna Salai and beyond have to take the service road of the G K Moopanar flyover, Chamiers Road, Nandanam junction to reach Anna Salai.</p>
<p>There would be no change in the route for vehicles from Kotturpuram to TTK Road and those coming from TTK Road-Chamiers Road and bound for Kotturpuram.</p>

Stalin, who presented cash awards to 17 sportspersons, including Balakrishnan, for winning medals at SAF Games at Dhaka earlier this year, enquired about his health condition and wished him speedy recovery.</p>
<p>Balakrishnan was allegedly assaulted by two unidentified persons near his house at Shenoy Nagar on Sunday morning.</p>
<p>The swimmer, who set a new national mark in the 50m backstroke in the Federation Cup a month ago by bettering his own record, was admitted to hospital with a bandaged head and bruises all over his body, said reports.</p>
<p>“I reached 8th Cross Street and 2nd Main Road junction when a man swung a cricket stump and hit me on my head. I collapsed. His accomplice ran in with a stump and the two started hitting me on my arms and legs, he was quoted as saying.</p>

On the sidelines of a programme organised by the CII in Chennai on Monday, the top police officer said clear instructions had been given to police personnel to provide her with Z + category security.</p>
<p>Meanwhile, the AIADMK on Monday demanded that the Tamil Nadu government should provide &#8220;maximum&#8221; security to Jayalalithaa, even as police launched a full-fledged probe into the recent threats to her life.</p>
<p>The party lodged a complaint with state Home Secretary K Gnanadesikan accusing police of not taking any action on the threat letters received recently by the party-backed Jaya TV.</p>
<p>A letter submitted by AIADMK treasurer and former Chief Minister O Panneerselvam and party whip and former Minister K A Sengottaian, alleged that police had not taken any action on the August 8 complaint about the letter received at Jaya TV office.</p>
<p>&#8220;At this juncture, another threatening letter was received by Jaya TV, asking the channel to stop airing certain programmes, one relating to the murder of a former Minister,&#8221; the complaint said.</p>

In his order, Justice V Dhanapalan said that though an election petition filed abated on the death of the petitioner, it could be pursued by another person coming forward to prosecute that petition as enjoined by Section 112 of the Representation of the People Act (RPA.).</p>
<p>P Mohan, the CPI (M) candidate, had filed a petition challenging the election of Alagiri. He died in October last year. A Lazar, the alternative candidate of the party, filed an application praying to substitute himself in the place of Mohan and continue the proceedings. He was also aggrieved at the declaration of Alagiri as the winner.</p>
<p>The judge said, “An election petition once filed does not mean the contest only between the parties thereto but creates a situation in which the whole constituency is entitled to avail itself of. A reading of Section 116 of Representation of People Act makes it clear that an election petition once presented continues for the benefit of the whole constituency and cannot come to an end merely by withdrawal by the petitioner or even by his death or by the death or withdrawal of opposition by the respondent but is liable to be continued by any person who might himself have been a petitioner, on fulfillment of the conditions prescribed.”</p>
